I really liked scout heroes in BfME1. They were a really cool and interesting tool and I would totally like adding them to Reforged. But I dont think Ugluk is the right Scout hero.

The skills that I suggest are
Lv1. Scout leader (passive): Increase speed and a little of damage of nearby uruk allies
Lv2. Uruk draught
Lv5. Hard March: Increase a lot the speed of nearby uruks for a short time
Lv7. Meat is back: Uruks temporarily heal by killing enemies

Or rather that he replaces Grima, I hate that the guy defeats battalions with a dagger.

Can I offer my vision of Ugluk abilities?
1. Orc swill.
2. The Stalker — aura, 25% movement speed.
3. Angry roar — Ugluk and uruks temporarily attack 25% faster.
4. "Come to me" — taunt effect, the opposite of Aragorn's: enemies close against the will begin to attack Ugluk, allowing you to retreat troops and other heroes. (This ability will be sonething new, because It cannot be created in old BFME 2. I hope you will add it!)

He would definitely be better than any of the "custom heroes" BFME2 gave us.
And I don't know where or how to ask this, and now that someone suggested something similar to this guy's abilities, I will place it here.
Isengard as a whole, or at least Ugluk, should be given a "heal units ability". As in the book, "healing in orc fashion" is quite fast and effective.
As a Hero-ability, we should hear Ugluk announce, "Looks like meat's back on the menu!"
As an Isengard-ability, we should hear Saruman's proclamation, "You will taste man-flesh!"

You should add "what do you smell?" to that list, to detect nearby enemies.
